Cacloud has a current Shanghai corporate identity, two registered autonomous systems, a portable IPv4 block and a public platform that promises managed cloud, network and security services across a broad geographic surface. The record is substantial enough to establish a real operator, but not neat enough to let the brand name carry the whole assurance case. The harder questions concern which company signs, which network or partner delivers, where each class of data goes, and who is authorised to act when the automated layer fails.
