Anibal Humberto Enriquez Moncayo(Comunicate)

Aníbal Humberto Enríquez Moncayo appears in Ecuador's public telecommunications record at several points where a network operator had to make formal responsibility match operational reality. An ARCOTEL decision records his voluntary return of an individual Internet-service title after COMUNICA-TE S.A. had become the operating entity. Later ARCOTEL authorizations identify him first as the company's legal representative and then as its general manager and legal representative when the company sought additional coverage. Separate routing and exchange-point records show AS266783 operating under the Comunicate identity. These documents do not establish that one person designed the network, caused its traffic growth, or personally delivered every service. They do support a narrower account of how a named operator handled licenses, legal declarations, number-resource identity, and continuity across an organizational transition.
