The attack impaired resolution of some AWS names, but the most revealing part of the public record was not that a large authoritative DNS service received hostile traffic. It was that defenses deployed at different layers did not produce the same result. AWS said it detected and mitigated the attack, while a small number of internet service providers operating affected recursive resolvers also applied mitigations that caused some valid AWS-name lookups to fail. An authoritative operator, recursive resolver operators, access networks and customers each controlled a different part of one DNS transaction: a filter that protected one system could deny a legitimate query somewhere else, a hosted-zone record could remain accurate while a user received no usable answer, and endpoint failover could retain a common dependency on one authoritative DNS control plane. The accountability test is whether each operator could show that its mitigation preserved valid resolution, bounded false positives, expired safely and restored service across the networks users actually traversed.
