Summary

  • CRTC Order 2026-267 says TELUS’s British Columbia project is complete and broadband services are being offered, but lists 27 August 2026 as completion and 28 July 2027 as the holdback-report deadline.
  • The funding rules say the final report’s submission date defines completion and the holdback report is due one year later. The published dates are 30 days out of sequence; the order does not explain why.

Analysis

The date mismatch sits inside a routine payment order. On 9 October, the Canadian Radio-television and Telecommunications Commission (CRTC) approved final implementation reports for a Rogers project in Bruce Station, Ontario, and a TELUS project covering 17 named communities in British Columbia. The Commission said the projects were complete and that broadband services were being offered through the funded infrastructure.

The TELUS row gives a project-completion date of 27 August 2026, followed by a holdback-report due date of 28 July 2027. That deadline falls 30 days before the calendar anniversary of the listed completion date. The Rogers row in the same order pairs 17 July 2026 with 17 July 2027.

The governing rule makes the difference consequential. Telecom Decision 2021-251 requires recipients to file a Final Implementation Report after construction is complete and services are being offered. It defines the report’s submission date as the project-completion date and requires a Holdback Report one year later, demonstrating that service has been provided for a year under the approved conditions. The CRTC may release the withheld funding only when satisfied that the conditions have been met.

Order 2026-267 does not state whether 28 July is a typographical error, reflects another date used for the operating test, or was calculated from information not shown in the public table. The published order therefore leaves the due date unclear; it does not establish that TELUS failed a condition or that any funds were paid early.

There is a second date to keep in view. In 2024, the CRTC approved a change request and expected the TELUS project to be completed before 21 June 2026. The October 2026 order lists 27 August as the project-completion date. The public documents reviewed do not say when construction itself finished or explain the interval. Under the 2021 rule, the listed completion date is tied to submission of the final report, which may follow the final construction milestone.

The distinction matters for accountability. The Commission’s approval confirms completion and service availability at the reporting stage; it is not the same evidence as a year of compliant operation. The order says the latter remains the condition for releasing holdback funds. A clear date anchor is what lets communities and other readers know when that second check is due.
