The important distance in VeriSign's new `.net` price is one tenth of a cent. Multiplying the existing US$10.91 wholesale fee by the registry contract's 1.10 annual ceiling produces US$12.001. VeriSign has announced US$12.00, effective 1 March 2027. The increase therefore uses nearly all of one year's contractual allowance without crossing the mathematical limit at a two-decimal price. That precision is visible. The revenue it may produce is not.

When VeriSign changed the answers returned by the authoritative .COM and .NET servers in September 2003, the registry operator controlled the technical switch. ICANN did not itself edit the zones: it could demand rollback, invoke the contracts and threaten enforcement. Technical bodies could document consequences, while courts and arbitrators could hear defined challenges. None of those roles was interchangeable. The lasting result was not a judicial ban on Site Finder, but a new institutional sequence: describe a registry service before launch, disclose its external effects, submit it to time-bounded review, and wait where security, stability or competition concerns require a decision.

A new operator-thread correction shows why a registrar-only recovery plan can stop one layer too low. In the reported `.com` lock, the server-side control sat with Verisign as registry operator, while the registrar remained an escalation channel rather than the actor able to clear the hold.

No bloqueio de um `.com` analisado, o estado de servidor estava sob controle da Verisign como operadora do registro; o registrador continuava sendo a ponte de escalonamento, não o agente capaz de remover sozinho a restrição.
