OFFRATEL

OFFRATEL is the New Caledonian internet service provider operating under the Lagoon brand; OPT-NC identifies it as a subsidiary. Lagoon serves households, businesses and public administrations. The service chain matters: OPT-NC explains that it supplies the line carrying internet traffic, while customers take an internet subscription with a provider such as Lagoon. OFFRATEL’s retail service and the underlying access line are therefore distinct responsibilities, even where the companies have a parent–subsidiary relationship. For an island business, continuity depends on more than the retail subscription. When assessing a connection, distinguish faults in the local line, the ISP service and connectivity beyond the territory; establish who diagnoses each layer and which dependencies a backup connection actually avoids. The corporate relationship alone does not prove end-to-end redundancy, installation eligibility or a particular restoration time.
