Commonwealth Bank of Australia

Commonwealth Bank of Australia's anti-money-laundering case became an accountability test because it connected a fast-growing deposit channel, automated regulatory reporting, transaction monitoring, customer escalation and board-level non-financial-risk governance. The record is not one undifferentiated scandal. AUSTRAC brought a civil penalty proceeding under the AML/CTF Act; CBA made admissions in an agreed statement; the Federal Court made declarations and imposed a civil penalty. APRA separately examined governance, culture and accountability through a prudential inquiry. A sound reconstruction keeps those legal and supervisory records distinct while asking whether repaired controls work at the scale and speed of the underlying banking product.
