Distribution of Resources to Natural Persons

Eligible natural-person scope · The earlier version proposed eligibility for natural persons broadly, including persons engaged in business or economic activities. The revised version limits this proposal to natural persons without economic activity and states that treatment of sole proprietors and similar economic actors is the subject of another proposal.

Proposed distribution or assignment condition · The proposed operative rule is narrowed from natural persons generally to natural persons without economic activity, expressly covers both distributions and assignments, and changes the required regional use of resources from exclusively within the region to mostly within the region.

Drafting placement in section 1.2 · The earlier version reproduced the existing section 1.2 text and inserted the natural-person provision before the legacy-resource paragraph. The revised version identifies no existing text for this specific provision and directs that the new language be added at the end of section 1.2.

Holder changes, transfers, and continuing compliance · The revised version adds a note that resources are issued to a specific holder under the originally justified conditions, remain subject to continued policy compliance, and that a holder change may constitute a transfer or trigger re-evaluation and possible resource recovery; the earlier proposed text contained no corresponding note.
