Yet the physical system that turns those facts into broadband in Carabobo remains largely unpictured. Public evidence does not identify its radio bands, active service sectors, tower power, backhaul handoffs, repair hours, spare stock or failure-time capacity. The result is a real network edge whose last-mile resilience cannot yet be priced from outside.
