About Proposal \"Inter-RIR Resource Transfers\

A title-only capture does not establish a policy rollback · The older capture contains a proposal summary labelled DRAFT02, version 1.0 and withdrawn by author; the newer capture contains only a DRAFT01 title. This decrease in captured detail does not establish a rollback from Draft 2 to Draft 1, removal of the proposed transfer mechanism, or reversal of withdrawal. The fuller retained summary remains relevant evidence, while the chronological draft relationship remains uncertain.

Expanded source coverage with conflicting draft metadata · The DRAFT01 capture contains only the proposal title. The DRAFT02 capture adds a summary of intended transfers of IPv4, IPv6 and ASNs between regions, and labels the proposal withdrawn by its author. It also says version 1.0 and initial draft, so its metadata is internally inconsistent. These captures establish added source coverage, not which provisions changed between drafts, when withdrawal occurred, or that a transfer policy was adopted.
