タイタンの内破は、その耐圧殻が従来型ではなかったから説明責任のテストとなったわけではない。OceanGate は、建造済みの耐圧殻の強度、耐久性、安全な耐用寿命を確立せずに人々を深海に運び、自ら生産していなかった証拠の代用品としてモニタリングを扱い、決定的な審査と潜航権限を集中指揮構造内に留め、事故前にそれらの選択に異議を唱え得た独立した技術的・規制的統制の外で活動したから、説明責任のテストとなったのである。

The Titan implosion was not an accountability test because its pressure hull was unconventional. It became one because OceanGate carried people to extreme depth without establishing the as-built hull's strength, durability and safe service life; treated monitoring as a substitute for evidence it had not produced; kept decisive review and dive authority inside a concentrated command structure; and operated beyond independent technical and regulatory controls that could have challenged those choices before the casualty.
