NOSi is Cape Verde’s national agency responsible for digital transformation. It was established to support e‑government and public service innovation. The agency develops ICT solutions such as business intelligence dashboards, geospatial systems, mobile applications and single‑sign‑on portals. It designs and manages platforms for government transactions, identity verification and public engagement. NOSi operates the national data centre for hosting state applications. It provides cloud services including IaaS, SaaS, and backup. The agency also develops and deploys low‑code tools for governance systems. These support land registry, social services, health records and financial systems.
NOSi’s consulting team advises public institutions on cybersecurity, network security, compliance and IT strategy. It supports digital inclusion through public access kiosks and free internet squares. The agency also promotes interoperability and secure data exchange across ministries. NOSi advances digital literacy via its Akademia programme. It empowers young professionals through internships and certified courses in ICT, cyber defence and governance tools. The agency collaborates across sectors to deliver digital public services.

NOSi operates a hybrid cloud data centre at national level. It links to international submarine cables such as WACS and Atlantis‑II. The data centre hosts government platforms including financial, health and identity systems. NOSi supports state institutions with secure hosting, redundancy and uptime guarantees. It provides network services like VPN, MPLS, anti‑DDoS and centralised videoconferencing. The agency also runs the national e‑government portal and authentication layer for public services. It offers geospatial mapping and land information systems. Its mobile teams deploy e‑services via public access kiosks and online systems.
NOSi is enhancing youth digital skills via NosiAkademia, collaborating with local and regional partners. The agency helps Cape Verde digitise up to 60 percent of key public services by 2026. It works with African countries to share e‑government models and technical expertise. NOSi continues to expand digital platforms, training, and innovation spaces to support national and regional ICT growth.
