Philippine NCERT: Enhancing national cybersecurity resilience

The Philippine National Computer Emergency Response Team (NCERT) is a division under the Department of Information and Communications Technology (DICT). It plays a key role in the country’s cybersecurity strategy. NCERT focuses on monitoring, managing, and responding to cyber threats affecting government institutions and other critical sectors. It ensures a coordinated response to security incidents, helping organisations mitigate risks.

NCERT operates through several dedicated sections. The Security Operations Center monitors national cybersecurity threats and vulnerabilities. The Digital Forensics Section conducts security testing and vulnerability assessments. The Incident Response Section handles and investigates reported cyber incidents. The Cyber Threat Monitoring Section collects and analyses threat intelligence. These functions support national efforts to enhance cybersecurity resilience.

The team works with both local and international cybersecurity stakeholders. It promotes cooperation with government agencies, private organisations, and global cybersecurity groups. NCERT also assists in policy development and capacity-building initiatives to improve cybersecurity awareness and defence mechanisms. Its efforts align with the National Cybersecurity Plan 2023-2028.
