    Speaker profile

Tatsuya Kurosaka is an Associate Professor at Keio University’s Graduate School of Media and Governance and the CEO of Kuwadate Inc. With a career spanning over two decades, he specialises in telecommunications policy, business strategy, and digital innovation. Kurosaka has served on numerous government committees and international organisations, contributing to the development of robust and forward-looking telecom policies.

Reforming the NTT Law for the future

Tatsuya Kurosaka, a prominent figure in the telecommunications policy arena, is pushing for significant reforms to the NTT Law. As an Associate Professor at Keio University and CEO of Kuwadate Inc., Kurosaka brings a wealth of experience in telecom and broadcasting sector strategy. He argues that the NTT Law, which governs Nippon Telegraph and Telephone Corporation, needs to be updated to reflect the current landscape of telecommunications. The law originally aimed to ensure fair competition by regulating NTT’s use of its inherited infrastructure from the government-owned era. However, Kurosaka believes that these regulations need to evolve to support the rapid technological changes and economic realities of today.

    Balancing regulation with innovation

Kurosaka emphasises the need for a regulatory framework that balances the promotion of fair competition with the encouragement of technological innovation. He points out that while NTT’s extensive infrastructure provides it with a competitive edge, the regulations should not stifle the company’s ability to innovate. Kurosaka’s work with various government committees, including the Ministry of Internal Affairs and Communications, focuses on creating policies that foster a healthy competitive environment while also enabling advancements in 5G and other digital technologies. His recent involvement with the OECD’s DFFT Expert Committee and Japan’s Digital Market Competition Headquarters highlights his commitment to integrating international standards and practices into Japan’s telecom policies.

Ensuring consumer protection and market fairness

Consumer protection and market fairness are at the heart of Kurosaka’s advocacy. He underscores the importance of policies that safeguard consumer interests while promoting a competitive telecom market. His participation in working groups and committees addressing digital business expansion, infrastructure development, and information flow in the digital space reflects his dedication to these principles. Kurosaka’s approach involves scrutinising existing regulations and proposing new frameworks that better align with the contemporary digital economy. His efforts are aimed at ensuring that Japan’s telecom policies not only support industry growth but also protect consumer rights and promote equitable access to telecommunications services.
