What happened

California lawmakers passed the artificial intelligence safety bill SB 1047 on Wednesday. This legislation mandates rigorous safety testing for AI models that cost over $100 million to develop or require substantial computing resources. It also introduces the requirement for developers to implement a “kill switch” to address any potential malfunctions of their AI systems. The bill is now one process vote away from reaching Governor Gavin Newsom’s desk, who has until September 30 to decide whether to sign it into law or veto it.

The bill has faced opposition from tech companies and some lawmakers who argue that it could stifle innovation and potentially drive AI companies away from California. The proposed legislation also includes provisions for third-party safety audits and legal actions by the state attorney general against non-compliant developers, particularly in scenarios involving ongoing threats.
