What happened: Ofcom penalises OnlyFans for age verification failures

On 27 March 2025, Ofcom announced a £1.05 million fine against Fenix International Limited, the operator of OnlyFans, for providing inaccurate information regarding its age verification processes. The investigation, initiated in May 2024, focused on concerns about the platform’s effectiveness in preventing underage access to explicit content. Ofcom’s inquiry revealed that Fenix misrepresented the “challenge age” settings of its facial age estimation technology.

Initially, Fenix reported a challenge age of 23 years; however, it was later discovered that the actual setting was 20 years. Upon identifying the discrepancy in January 2024, Fenix adjusted the challenge age to 23, then subsequently to 21. Ofcom highlighted that Fenix’s failure to provide accurate information hindered the regulator’s ability to monitor and enforce online safety standards effectively. The fine underscores the importance of transparency and accuracy in communications between digital platforms and regulatory bodies.

Why it’s important

The fine is important for online safety regulation. The £1.05 million fine imposed on Fenix International Limited by Ofcom is a significant development in the regulation of online platforms, particularly those hosting adult content. This action highlights the critical importance of accurate age verification measures to prevent minors from accessing inappropriate material. It also serves as a precedent, emphasizing the necessity for digital platforms to maintain transparent and truthful communication with regulatory authorities. The penalty reflects Ofcom’s commitment to enforcing compliance and ensuring that platforms adhere to established online safety standards. This case may prompt other online service providers to re-evaluate and strengthen their age verification and compliance processes to avoid similar repercussions.
