Tianhai Global Network の価値は国際的な名称にあるのではない。その価値は、小規模な中国ネットワークがルート管理、契約管轄権、そして点在するグローバルフットプリントが信頼できるインフラである理由を証明できるかにかかっている。

中国では、「グローバルネットワーク」はスローガンではなくライセンスされた能力であり、そのライセンスは 3 つの国有事業者が保有している。長沙の住宅的な外観の一室に登記された企業が、それでも Tianhai Global Network を名乗っている。

Tianhai Global Network is not valuable because its name sounds international. It is valuable only to the extent that a small China-based network can prove who controls the routes, which jurisdiction stands behind the contract, and why a buyer should treat a sparse global footprint as reliable infrastructure rather than a hobbyist map with enterprise language attached.

In China, "global network" is not a slogan but a licensed capability, and the licences belong to three state carriers. A company registered in a residential-looking room in Changsha calls itself Tianhai Global Network anyway. The public record lets us price the gap precisely: the entire verifiable global footprint costs roughly what a used sedan costs each year, the sole IPv4 holding is 256 addresses borrowed from a friend's American company, and the one commercially serious customer is the operator's own employer. That gap — between what the name promises and what the registries show — is the product, the risk, and the story.
