The Number Resource Society (NRS), an organisation that lobbies for telecom and internet industry participants to own their IP addresses, has officially announced its endorsement of four candidates for the Asia-Pacific Network Information Centre (APNIC) Executive Council (EC) Election 2025.

The endorsed candidates
Kenny Huang is a respected leader in internet governance, known for shaping policies that promote a more inclusive and secure digital world. He has been actively engaged with the APNIC community since its early days, serving as the Chair of the APNIC Executive Council and previously holding the position of Policy SIG Chair. Additionally, he is one of the authors of IETF RFC3743, a critical milestone in the development of the global IDN framework. Huang is deeply committed to advancing the adoption and deployment of IPv6 and RPKI, with notable achievements in Taiwan’s internet infrastructure.
Roopinder Singh Perhar brings over 26 years of experience in telecommunications. He has been associated with the APNIC community since 2005, leading initiatives to expand internet access into rural areas. Perhar was instrumental in bringing the first APNIC and APRICOT meetings to India and played a key role in establishing the National Internet Registry (NIR) in the country. His extensive experience includes serving on various government and industry committees, contributing to the development of sustainable business models and supportive technologies for small ISPs.
Yoshinobu Matsuzaki is a technical innovator and network engineering expert, dedicated to advancing the region’s internet infrastructure. He has served on the APNIC Executive Council for three terms, contributing to significant events and proceedings, including the development of two strategic plans and the establishment of the APNIC Foundation. Matsuzaki’s service on the Board of Trustees of JPNIC for nine years has provided him with technical insight into IP address policy and registry operations, as well as experience in board-level management for various aspects of not-for-profit organizations.
Anlei Hu is committed to strengthening internet policies, ensuring stability, and driving technological progress in the Asia-Pacific. Since joining the APNIC Executive Council in 2023, he has participated in numerous important activities, such as the formulation of a new strategic plan, the amendment of bylaws, and the development and approval of various policies. With over twenty years of experience at the China Internet Network Information Center (CNNIC), Hu has been deeply involved in work related to IP, AS, and DNS, providing him with a profound understanding of APNIC’s importance to the regional internet community.
