The Pacific Telecommunications Council (PTC), founded in 1978, is a non-profit organisation that supports the growth of digital infrastructure, telecommunications, and information and communication technologies (ICT) globally, with a focus on the Pacific Rim. Serving as a central hub for industry stakeholders, PTC fosters innovation and collaboration through major initiatives and events, including its prestigious annual conference held in Honolulu, Hawaii.
The 2024 PTC Board of Governors election, held from 1 to 9 November 2024, features a distinguished group of global candidates offering unique expertise and vision for PTC’s future. Elected members will begin their terms on 18 January 2025. Representing regions such as Oceania, Southeast and South Asia, East Asia, North America, Europe, and the Middle East and Africa, the candidates advocate for goals ranging from digital inclusivity to sustainable development, all committed to advancing connectivity and innovation across the Pacific Rim and beyond.

Heng Lu, Founder, LARUS Foundation, Hong Kong SAR China
Lu Heng, Founder of the LARUS Foundation, has officially entered the race for a seat on the PTC Board of Governors, bringing over a decade of IP addressing expertise and three years of service on PTC’s Advisory Council. Known for his dedication to digital inclusivity, Lu has championed initiatives to make the internet accessible for underserved communities, combining his industry insight with a focus on equity and education. His campaign highlights the importance of bridging the digital divide, advancing sustainable development, and expanding PTC’s impact across the Asia-Pacific region. By fostering collaboration and providing resources for future-proof growth, Lu Heng envisions a PTC that continues to lead the way in empowering the global telecommunications community.

Mark Dando, CEO, RAL Group, Australia
As CEO of RAL Group, Mark Dando is dedicated to driving innovation and growth within the PTC community. Serving as Vice Chair of the PTC Advisory Council, he has championed member-driven initiatives such as the Beyond programme to engage younger members and improvements in conference offerings. Mark emphasises the role of AI advancements and his commitment to a PTC that benefits nations worldwide through enhanced ideas, education, and training.

Laurie Miller, CEO, Southern Cross Cables Limited, New Zealand
With three years on the Board of Governors, Laurie Miller has been a dedicated advocate for both PTC’s mission and the communities his company serves. As CEO of Southern Cross Cables, he has been instrumental in advancing connectivity for the Pacific region, and he pledges to continue his commitment to the organisation’s broader goals if re-elected.
Southeast and south Asia for-profit
Roary Stasko, CEO, Telstra International, Singapore
Roary Stasko, leading Telstra International, highlights the importance of industry collaboration. Known for his role in Telstra’s global connectivity efforts, Roary stresses the need for deeper industry relationships and support for emerging talent. He envisions PTC as a collaborative body that can bring key industry players together to set bold goals for the region’s future.
Darren Yong, Partner, Baringa Partners, Singapore
Darren Yong brings his expertise from Baringa to support PTC’s evolution. Focused on digital infrastructure and ESG initiatives, Darren aims to help PTC navigate its journey from traditional telecom to tech-based solutions. His goal is to bridge the digital divide by supporting emerging markets, thus providing greater access and opportunities for all.

William (Bill) Barney, Founder and Chairman, Asian Century Equity, Hong Kong SAR China
A familiar face on the PTC Board, William Barney has previously served as President and Chair, contributing to key developments like the Centre Stage programme and PTC’DC. He also played a vital role in launching leadership development initiatives with Columbia Business School. If re-elected, he is keen to bring his extensive experience back to the Board to support PTC’s ongoing progress.
