ICANN selects RSM as ASP review panel provider

  • ICANN has chosen RSM US LLP to manage the second phase of the Applicant Support Program (ASP) evaluation.
  • The selection followed a competitive process, ensuring fairness and expertise in assessing applicants for new gTLDs.

What happened: ICANN appoints RSM to oversee ASP evaluation

The Internet Corporation for Assigned Names and Numbers (ICANN) has appointed RSM US LLP as the provider for the Support Applicant Review Panel (SARP) in its Applicant Support Program (ASP). The panel will ensure a fair and consistent evaluation process for applicants seeking assistance to operate new generic top-level domains (gTLDs).

ICANN selected RSM after a competitive Request for Proposal (RFP) process, which began in February 2024. The evaluation considered RSM’s expertise, global reach, and alignment with ICANN’s mission to promote diversity and competition in the Domain Name System (DNS).

RSM, with experience in independent assessments and nonprofit sector work, will form a qualified panel of experts for the second phase of the ASP. The ASP is an essential part of ICANN’s New gTLD Program: Next Round. This program aims to expand the internet’s namespace and support underrepresented applicants.

This initiative aligns with recommendations from the New gTLD Subsequent Procedures Policy Development Process. It emphasizes that new gTLDs should foster competition and enhance the utility of the DNS.

Why it’s important

The appointment of RSM US LLP marks a significant step in ICANN’s preparations for the upcoming expansion of the internet’s domain name system. By selecting a provider with expertise in independent reviews and global applicant evaluations, ICANN aims to ensure a transparent, consistent, and fair assessment process for ASP applicants.

The ASP is designed to lower barriers for entities in underserved regions or with limited financial resources to participate in the DNS expansion. RSM’s experience in handling grant evaluations and nonprofit assessments aligns with ICANN’s commitment to equitable internet governance.

With new gTLD applications expected to open in the coming years, the ASP’s role in fostering diversity and competition within the domain ecosystem is crucial. The selection of RSM underscores ICANN’s efforts to create a structured, objective, and globally inclusive application process.
