It is a school-consortium operating model that makes scattered rural districts look like a single, financeable customer for broadband construction, internet transit, managed routing and online course delivery. Its public routing footprint is small, but the business logic behind it is larger: aggregate public-school demand, use E-rate money and member fees to fund capacity that one district would struggle to buy alone, and let a regional cooperative carrier convert that institutional route into a broader fiber opportunity.
