Chulalongkorn University excels in ITA, sets 2025 transparency goals

Chulalongkorn University has made significant strides in promoting transparency and ethical governance, achieving an impressive 88.99 points on the Integrity and Transparency Assessment (ITA), an increase of 2.86 points from the previous year. The university earned full marks in information disclosure and corruption prevention, reflecting its commitment to good governance. Looking ahead, Chulalongkorn University aims to enhance community participation and further develop transparency in budget management, procurement, and whistleblowing mechanisms to address emerging risks and build a reputation as a university of transparency and integrity.

The NACC continues to strive for all agencies to exceed the 85-point threshold

On July 30, 2024, the National Anti-Corruption Commission (NACC) announced the results of the ethics and transparency evaluation for government agencies for the 2024 fiscal year during a live telecast from Nonthaburi. Of the 8,325 agencies evaluated nationwide, the average score reached a historic high of 93.05 points, with 92.44% of agencies scoring over 85 points. Despite this progress, the NACC continues to strive for all agencies to exceed the 85-point threshold.

During ITA DAY 2024, themed “Transparency with Quality,” Chulalongkorn University received a “pass” in the evaluation for the fifth consecutive year, maintaining a perfect score of 100 for the fifth year in a row. The university excelled in the OIT tool, passing indicators on information disclosure and corruption prevention, with an overall average score of 88.99 points.

The assessment included the Internal Stakeholder Perception Survey (IIT) and External Stakeholder Perception Survey (EIT) conducted between January and July 2024. A total of 917 Chulalongkorn community members participated, comprising 515 internal personnel and 448 students and service recipients, highlighting the community’s engagement in the evaluation process.

The Transparency and Integrity Representative Network

Chulalongkorn University plans to expand the participation of the Transparency and Integrity Representative Network (CU-ITA Agent), aiming to involve 700 representatives from various faculties and work units. This initiative is designed to increase awareness and foster a proactive approach to monitoring, preventing, and reducing corruption risks.

Innovative suggestions for enhancing the university’s inclusivity and governance include:

  • Open Budget Information with Active Participation: Encouraging internal personnel and students to review and engage with budget management processes.
  • Procurement Data Using Open Data for Risk Management: Utilising open data to assess and manage procurement risks with advanced detection technologies.
  • Effective Corruption Reporting Channels: Improving communication channels and tracking the status of corruption reports, supporting both Thai and English languages.

Fostering open communication

In the 2025 fiscal year, Chulalongkorn University will continue to foster open communication, allowing staff to stay informed about the organization’s ethics and transparency efforts. This initiative aims to motivate faculties and work units to collaboratively improve operations and services, aligning with the PDCA (Plan-Do-Check-Act) process to meet the needs of students and service users effectively.
