AWS launches European Sovereign Cloud to address data concerns

  • Amazon Web Services has begun rolling out the AWS European Sovereign Cloud, a cloud infrastructure located and operated entirely within the EU to meet stringent data residency and compliance needs of European businesses and public bodies.
  • The platform is physically and legally separate from AWS’s US operations and aims to support regulated industries with secure, low-latency access to AWS services and future expansion across multiple European countries.

What happened: AWS unveils EU-exclusive sovereign cloud service

Amazon Web Services (AWS) has taken a major strategic step in cloud infrastructure by launching the AWS European Sovereign Cloud, a new solution designed to address growing European concerns over data security, sovereignty and regulatory compliance. The service went live with its first region in Brandenburg, Germany, where the entire cloud infrastructure — including data centres, operations and governance — is based within the European Union.

Unlike traditional AWS Regions, this sovereign cloud offering is physically and legally separate from AWS’s global network, with all data, metadata and services contained within EU borders. This separation aims to give enterprises and governments greater control over data residency and protect against potential foreign jurisdictional access, particularly under legislation such as the US CLOUD Act.

AWS has built the European Sovereign Cloud with a local governance structure overseen by EU-resident leadership and an advisory board drawn from European citizens. The service supports a wide range of AWS technologies, ranging from fundamental compute and storage to advanced AI and machine learning services such as Amazon SageMaker and AWS Lambda.

The launch has also seen strong support from a growing ecosystem of partners and customers across sectors including healthcare, financial services, energy and telecommunications. Policymakers from multiple EU member states have welcomed the development as a reinforcement of Europe’s digital autonomy, with planned expansions to countries such as Belgium, the Netherlands and Portugal.

Why it’s important

The AWS European Sovereign Cloud represents a significant evolution in cloud strategy for one of the world’s largest service providers. For European organisations — particularly those in regulated industries like finance, defence and public services — the ability to store and process data entirely under EU law is a compelling proposition, given the strict data protection frameworks such as the GDPR.

Beyond compliance, the new sovereign cloud helps AWS maintain competitiveness in a region where customers increasingly demand control over data location and governance. It may also influence how other global cloud providers approach sovereignty requirements, potentially reshaping investment patterns in local cloud infrastructure and driving innovation alongside EU digital policy.

By combining local control with AWS’s broad service portfolio, the European Sovereign Cloud aims to offer the security assurances and technological breadth needed for digital transformation across sectors, while fostering growth in regional cloud capability.
