    TCRA advances Tanzania’s digital regulation

    TCRA reinforces digital regulation in Tanzania

    The Tanzania Communications Regulatory Authority (TCRA) is the nation’s independent regulator of communications—including postal, broadcasting, and electronic networks—formed in 2003 under the TCRA Act No. 12 by merging the former communications and broadcasting commissions.

    According to its LinkedIn profile, TCRA is dedicated to overseeing service quality, enabling licensing, managing spectrum, and safeguarding consumer interests through robust regulatory frameworks.

    TCRA drives innovation and national reach

    TCRA is not only a regulator but also a policymaker. It has adopted the Converged Licensing Framework (CLF), one of Africa’s first, allowing flexible licensing across different communication layers—from infrastructure to content services. The authority is also guiding Tanzania’s digital transformation through initiatives like the Spectrum Management Strategy 2024–2034, which introduces experimental licensing frameworks for innovators and reserves spectrum for IoT and Fourth Industrial Revolution applications.

    Recently, TCRA broke new ground by becoming Africa’s first regulator to issue formal guidelines for Direct‑to‑Device (D2D) satellite‑to‑mobile services. This proactive approach positions Tanzania at the forefront of integrating satellite technologies with terrestrial networks. It also supports policymaking that ensures digital inclusion—even in remote areas—while protecting existing terrestrial infrastructure TechAfrica News.

    Moreover, TCRA has emerged as a continental model for regulatory excellence. It regularly welcomes delegations from across Africa—including ICASA from South Africa—to observe its effective systems and learn from its inclusive regulatory model. The welcoming of these delegations is evidence of TCRA’s reputation for innovation and capacity building.
