Racitelcom Inc., founded in 1957 by Ernesto A. Papa, is a telecommunications provider based in Marilao, Bulacan. Initially granted a municipal franchise to operate telephone services in Meycauayan, the company expanded to Bocaue, Sta. Maria, and Marilao through subsequent approvals between 1961 and 1971. In 1998, Racitelcom secured a congressional franchise under Republic Act No. 8606, allowing it to construct, establish, install, maintain, and operate local exchange networks in these municipalities. This franchise was renewed for another 25 years in 2022 under Republic Act No. 11931.

The company’s main office is located at 16 MacArthur Highway, Abangan Norte, Marilao, Bulacan. Racitelcom operates under Autonomous System Number (ASN) 139204, registered with APNIC, managing the IP range 103.170.126.0/24. The company continues to modernise its infrastructure, transitioning from traditional copper lines to fibre-optic networks to meet the growing demand for high-speed internet and reliable communication services.
