    ARCEP and its African regulatory role

    ARCEP’s mandate and its African context

    ARCEP is France’s independent regulator for electronic communications and postal services. It was created in 1997 and supervises competition, quality of service and fair network access. ARCEP allocates frequencies, regulates tariffs and handles interconnection issues. It ensures compliance with net neutrality laws. It also manages numbering resources and provides public dispute resolution. ARCEP’s board has seven members who serve single terms. It reports to Parliament and government but operates independently.

    In Africa, several countries have agencies with the same name. These include Burkina Faso, Togo, Niger, Chad, Gabon and Benin. Each of these ARCEP bodies regulates their national telecom and postal markets. They function independently from the French authority. They share similar legal foundations and public service goals. These African ARCEP agencies oversee local operators and infrastructure rollout. They manage spectrum, pricing and universal service policies. They cooperate with one another and with regional bodies. These include Francophone and West African regulatory platforms. France’s ARCEP sometimes exchanges expertise with them. It does not operate branches in Africa but collaborates where appropriate.


    Strategy, International Engagement and Regional Collaboration

    ARCEP published its strategic plan for 2030. The goals include full digital access, better network resilience and environmental responsibility. It promotes nationwide fibre and 5G deployment. It collects environmental data from operators and data centres. It encourages open infrastructure, shared use and reduced emissions. ARCEP also works internationally on policy and standard setting. It takes part in European and global regulation networks. It engages with African counterparts under regional partnerships. ARCEP supports experience sharing through bilateral meetings and working groups. African ARCEP agencies use similar methods in their own countries. They also work with ECOWAS and other regional blocs. Some French ARCEP staff participate in African regulatory forums. The shared name reflects a common legal approach but not a single structure. Each ARCEP sets rules based on local laws. France’s ARCEP acts as a technical advisor in some cases. It promotes coordination but does not direct policy abroad. Its model influences African regulators through shared language and legal tradition.
