Role and strategic mandate
The Department of Information Communications and Technology (DICT) operates as Seychelles’ government ICT agency. It develops policies, regulations and frameworks to guide national ICT growth. The department builds and maintains software systems that support government services. It manages digital infrastructure, networks and online tools. DICT coordinates ICT needs across all ministries and agencies. It establishes ICT roles within each government sector. The organisation also oversees management of digital resources such as domain names, frequencies and telephony numbering. It positions itself to enable digital governance and service delivery. The team supports inclusive access to digital services and infrastructure. The department arranges training and awareness for public sector ICT capacity. It ensures ICT underpins government transformation, service efficiency and national development.

Digital platforms and innovation initiatives
DICT delivers digital solutions across the public sector in Seychelles. It launched SeyID, the national digital identity platform, enabling secure login, digital licence and virtual ID. The department also developed MonServis, a government service catalogue, and CertExpress, enabling citizens to request official documents online. It implemented a digital driving licence system via SeyID.
DICT organised the national “What’s New” event to showcase e-government advances. It supports the national laptop scheme for students to boost technology access. The department introduced the ICT Startup Reservation Tender Scheme to support local tech entrepreneurs. It continues to roll out new digital tools such as e-fines and address registration through upcoming Sey-Address. DICT promotes digital inclusion, innovation and transformation across Seychelles.
