Services and strategic role of Cvtelecom
Cvtelecom is Cape Verde’s principal telecommunications operator. It originated in the 1990s after postal‑telecom services separated. The company offers fixed and mobile voice, data transmission, IP transit and cloud solutions. It runs carrier‑neutral data centre operations and wholesale connectivity services.
Cvtelecom supplies broadband internet via its own fibre infrastructure and inter‑island links. It supports enterprise clients, ISPs and government platforms. The operator manages telecom licensing, wholesale pricing and network resilience. It invests in submarine fibre cables and PoPs on global internet routes. Cvtelecom leads national projects in network modernisation, capacity upgrades and digital inclusion. It also designs and implements community access initiatives and public ICT infrastructure.

Infrastructure investment and network footprint
Cvtelecom oversees a national fibre‑optic ring completed in the early 2000s that connects major islands. As part of its Connectivity 2.0 programme it is replacing 750 km of ageing inter‑island fibre under a €80 million project expected to begin in August 2025. The company plans new submarine links and upgrades to support future 5G and fixed broadband expansion across all inhabited islands.
Cvtelecom maintains Points‑of‑Presence in Praia and other cities to support fibre‑to‑the‑home roll‑outs and enterprise connectivity. It is backed by ownership and standards from the former strategic partner Portugal Telecom. Cvtelecom’s infrastructure strategy supports resilience, scalability and national digital transformation.
