  • Targa Telematics is recognised as Europe’s leading fleet usage-based insurance provider in the latest PTOLEMUS UBI study.
  • The ranking highlights the company’s technology strength and industry impact in telematics-based insurance services.

What happened

Targa Telematics ranks first in Europe among fleet usage-based insurance (UBI) providers, according to the latest PTOLEMUS UBI Global Study published by PTOLEMUS Consulting Group. The ranking evaluates companies on platform maturity, data analytics capability and scalability across European markets, positioning Targa Telematics as a leading fleet-focused UBI provider.

PTOLEMUS Consulting Group, a fast growing strategy consulting and research company, has been publishing its UBI Global Study in the past five years. In its latest 5th-edition Study, it highlights Targa Telematics’ digital platform, which enables insurers to design data-driven UBI products based on real vehicle usage and driving behaviour. According to Targa Telematics’ official announcement, the platform integrates vehicle data, monitoring tools and crash detection features to support more accurate and flexible insurance pricing for fleets.

PTOLEMUS notes that usage-based insurance is becoming increasingly central to commercial motor insurance, driven by the adoption of connected vehicles and telematics systems. The wider market context and methodology are detailed in the PTOLEMUS UBI Global Study, which outlines long-term growth expectations for digital insurance models across Europe.

Why this is important

The recognition underlines a broader shift in how insurers and fleet operators assess risk and manage insurance costs. Usage-based insurance links premiums more closely to real driving behaviour rather than static profiles, enabling insurers to price risk more accurately while offering fleets greater transparency and potential cost savings. As connected vehicle technologies become standard across European fleets, telematics-driven insurance models are moving from optional to essential.

From an industry perspective, this trend reflects growing pressure on insurers to modernise their underwriting processes and compete on data capability rather than scale alone. Platforms that can securely manage large volumes of vehicle data while delivering actionable insights are becoming strategic assets. This shift mirrors developments across fleet technology markets, where telematics increasingly supports not only insurance but also safety, compliance and operational efficiency.

Targa Telematics’ position at the top of the ranking suggests that established telematics providers may play a decisive role in shaping the next phase of commercial motor insurance. As usage-based models expand, leadership in data integration and platform reliability is likely to influence how insurers innovate, differentiate and respond to regulatory and sustainability expectations across Europe.
