    Friday deadline for feedback on global RIR governance review

    • Public feedback on the RIR Governance Document, Version 2 closes 7 November, 2025 via the ARIN ICP-2 Review mailing list.
    • The NRO Number Council will assess all submissions during its 12–14 November meeting.

    What happened: The NRO calls for feedback on the RIR Governance Document

    The Number Resource Organization (NRO) has reminded internet stakeholders that this Friday marks the last opportunity to provide feedback on the second draft of the RIR Governance Document, part of the Internet Coordination Policy-2 (ICP-2) consultation.

    Input can be submitted through the ARIN ICP-2 Review mailing list, which is open to participants from all five Regional Internet Registries — AFRINIC, APNIC, ARIN, LACNIC and RIPE NCC.

    The NRO Number Council (NRO NC) is scheduled to meet from 12 to 14 November to discuss the feedback gathered from RIR and ICANN communities. The NRO stated that it will not extend the submission deadline.

    Why it’s important

    The ICP-2 review represents a rare opportunity for the global internet community to help refine how Regional Internet Registries operate and interact with ICANN. The revised draft seeks to modernise a framework first introduced in 2004, addressing governance standards for how new RIRs are recognised and how existing ones coordinate.

    However, some within the community question whether the proposed changes will go far enough to address recurring concerns about transparency, accountability and equitable representation among the five regions. Others note that the consultation comes amid ongoing debates about the balance between operational independence and collective oversight.

    With the NRO NC preparing to evaluate input next week, the process could either reaffirm incremental reform — or signal that a more fundamental rethink of internet governance is overdue.
