Telecel Mali is a major mobile network operator in Mali, offering 2G GSM and 3G UMTS services since its commercial launch in February 2018. The company is a subsidiary of Planor Afrique Group and has expanded its network to key cities such as Bamako, Sikasso, Kayes, and Ségou.

Despite initial optimism, the network has struggled to maintain consistent coverage, particularly in rural areas. By mid-2024, regulators criticised Telecel for failing to meet performance obligations under its licence, specifically weak service in peripheral zones of Bamako.
