Overoptic Systems Ltd is not easy to value as a conventional internet service provider. The strongest public evidence points instead to a UK legal company holding RIPE resources, old HQHost and iPipe service surfaces, address space routed by other networks, and a very thin Companies House balance sheet. The economic question is therefore not whether a network clue exists. It is what a buyer, lender or serious customer would require before treating a quiet IP estate as commercial infrastructure rather than paper control over scarce addresses.
