The accountability question is whether defect logs, remote-access records, expert evidence, support knowledge, and contract escalation were disclosed with enough candor before technical uncertainty became human liability.
The Horizon scandal is not only a story about bad software, failed institutions, or delayed compensation. It is a cost-transfer accountability test: before a system's outputs are used to move alleged losses onto individuals, the organizations operating and supplying that system must prove its reliability, limits, audit trails, and defects.
The Horizon scandal is often told as a Post Office prosecution story, and that is right as far as the human harm and institutional power are concerned. But it is also a supplier-accountability story. Fujitsu and its predecessors operated the system, support knowledge, defect records, remote-access capability, and technical evidence on which Post Office decisions and courts came to rely. The question is not whether a software supplier alone prosecuted sub-postmasters. It is whether a supplier with practical control over system evidence helped make unreliable accounting data look more certain than it was.
Fujitsu sells the kind of enterprise systems work that looks expensive before a failure and looks cheap only if the failure never arrives: integration labor, legacy modernization, managed operations, cloud controls, support response and the proof a customer needs when critical public or corporate systems are questioned.
