TikTok is a risk and accountability case because a design decision that looks ordinary in a consumer app, the default visibility of a young person's account, became a regulator-tested question about children's privacy, explainability, age assurance, parental control, and platform governance. The public record does not need a hidden forensic file to make the issue serious. Regulators, company notices, support pages, and public litigation already show that the accountability question is whether a platform used by children placed enough protection at the default layer, where most users experience safety before they read a policy or change a setting.
