Telegram ist ein Risiko- und Rechenschaftsfall, da verschlüsselte oder datenschutzorientierte Kommunikation auch öffentliche Verteilungs- und Missbrauchsoberflächen beherbergen kann. Verantwortung muss daher zwischen Vertraulichkeit privater Nachrichten und durchsetzbaren Plattformkontrollen unterscheiden.

Die malaysische Kommunikations- und Multimedia-Kommission (MCMC) hat am 19. Juni 2025 eine einstweilige Verfügung des High Court erwirkt, die Telegram und zwei Kanälen, Edisi Siasat und Edisi Khas, verbietet, schädliche Inhalte zu veröffentlichen. Die Verfügung richtet sich gegen Inhalte, die das Vertrauen der Öffentlichkeit in nationale Institutionen untergraben könnten.

Telegram is a risk and accountability case because the accountability issue is that encrypted or privacy-oriented communications can also host public distribution and abuse surfaces, so responsibility has to distinguish private-message confidentiality from enforceable platform controls. The public record matters for users, victims of abuse, journalists, civil-society groups, regulators, law-enforcement agencies, public-service operators, and platform-governance teams that needed evidence that abuse handling was measurable and rights-aware.
