  Altura's economic incentive is not to outbuild a national carrier or outprice a cloud platform. It is to make a small amount of locally controlled network, numbering and support capacity valuable enough that Saratov businesses and neighbouring networks pay for continuity they cannot obtain as conveniently elsewhere. That bargain can work, but Altura's latest accounts show almost no room for error: revenue fell in 2025, cost of sales consumed more than 99% of it, and the reported net profit was smaller than the annual cost of many ordinary pieces of network equipment.
