Skytel Russia is a small Saint Petersburg telecom operator whose public record is unusually useful because it shows both substance and absence: an active Russian legal entity, communications licences in public counterparty databases, RIPE-registered internet resources, exchange visibility and a live autonomous system, but also a current `skytel.ru` landing page that no longer explains the retail offer. That combination makes Skytel a good test of Russian regional connectivity economics under constrained supplier choice: the value is not a grand national network, but the ability to keep small offices, local customers and dependent services connected when equipment, payments, regulation and upstream options have become harder to treat as routine.
