- AnyConnect secures a $60 million deal with Visium Technologies to expand Angola’s internet and telecoms infrastructure.
- CEO Maximino Paca outlines plans for nationwide fibre and LTE expansion, plus a new disaster recovery data centre.
A telecommunications veteran at the helm
In this exclusive interview, Maximino Paca introduces himself with an extensive track record in telecommunications and IT systems. At 38 years old, he brings over 15 years of experience across private telecommunications, IT infrastructure, and the banking sector. His expertise ranges from system planning and corporate networks to digital systems analysis and automation.
Today, Paca serves as the Founding CEO of AnyConnect S.A., one of Angola’s internet providers, and as Founding CTO of Anypay, a digital payments wallet. “After years of providing services, I was challenged to create a telecommunications company. Today, our mission is to expand nationwide, reaching even the most remote regions,” he explained.
Securing a $60 million partnership with Visium Technologies
When asked about AnyConnect’s recent $60 million Memorandum of Understanding with Visium Technologies, Paca emphasised its strategic value. “This agreement aligns with our vision for growth and international recognition,” he said.
The opportunity arose at the United States–Africa Conference in Luanda in June 2025, where AnyConnect met North American investors. According to Paca, the agreement will strengthen Angola’s digital infrastructure through investment in internet and telecommunications networks. “We believe this will expand connectivity, increase competitiveness, and generate economic opportunities,” he noted.
Driving SME digital transformation with AceleraNet
AnyConnect has also been active in the AceleraNet programme led by Angola Cables. Paca explained its importance for smaller internet providers. “Thanks to AceleraNet, SMEs can now access international connections at lower costs, adjusted to the national economic reality, through the ‘Pay as You Grow’ model,” he said.
He added that this approach is giving small operators the chance to compete more effectively and support the growth of Angola’s digital ecosystem.

Overcoming Angola’s infrastructure challenges
Asked about obstacles to expansion, Paca pointed to the country’s outdated urban infrastructure. “Many of these systems were built without anticipating today’s demands,” he said.
However, he sees progress in the regulatory landscape. “INACOM, the national telecom regulator, is implementing policies for creating and sharing infrastructure. We are already seeing positive changes that will make expansion easier and more sustainable,” he explained.
Looking ahead: data centres and nationwide expansion
Turning to future plans, Paca outlined ambitious goals for AnyConnect. “We plan to build our Disaster Recovery Data Center in the southern region of Angola,” he revealed.
Alongside this, the company intends to expand its fibre optic and LTE 4G networks to all provincial capitals, including the Lobito Corridor. “These initiatives will align with international best practices for connectivity and digital resilience,” he said
